you ask for help in the CPU section and you list everything but your CPU... you high?

You got so many open-ended statements in your OP it's like a train wreck. For future reference, you can make it easier for others to help you simply by making a simple list of your system parts, and precisely describe your situation with beginning/middle/end.

Your OP reads like "help me! omg my house is burning, but it's not really on fire!"

Now, onto your problem:

1. Is this the first time you have put together a Computer?
2. Is this computer overclocked?
3. Have you tried RealTemp and see if that will give you temp readings?
4. Have you tried Resetting your bios settings to factory defaults, and run everything at stock settings?
5. Does your Computer BSOD when you run at whatever speed your RAM defaults to on your motherboard?(You mentioned "somehow" you got it to work at 1600)

AnandTech Forum members include a large international community, many of whom don't speak or write English as their native language, that come to these forums doing their best to explain their questions in hopes of receiving meaningful feedback or a solution.

Both of your replies to first time poster misel verk are extremely rude, absolutely tasteless, and uncalled for. I certainly hope he doesn't think that your utter lack of social skills as demonstrated by your complete lack of patience, tolerance, or even attempting to understand him, is representative of the majority of AnandTech members.

yes, system info...

i.e. what processor, is it overclocked, what ram and what is the default voltage it should be running? All this info is important before we can diagnose the problem

I tell it like I see it. Regardless of what you think, my criticisms are constructive, and I think it will help him receive better help from other members. If his native language isn't english, he should've indicated so in his post so we know that he is not just being lazy.

I am actually the first to help him, and what are you doing? Over there playing captain america? Give me a break.

Why don't you spent more of your energy helping this guy out. HAAH! You can't can you? WHY?
