Idealy you want at least 1 battery per tool, and possibly some spares. So it makes sense for it to come with the tool, and I've never actually seen it otherwise.
It's not the least bit odd, it makes perfect sense to everyone on Earth except OP and I guess you. The battery packs are proprietary from brand to brand, but interchangeable within a brand. If you have a cordless DeWalt drill with a battery pack and a cordless DeWalt circular saw with a battery pack those batteries can then be used with a reciprocating saw, jig saw and double thrusting dildo. If you need a battery pack you buy one and if you already have one you're not wasting money on duplicates. Why is that difficult to understand? It's the smart way to do things and it makes things easier for the consumer. They're not trying to rip people off, they're intentionally NOT ripping them off.

How does it perform? Well, it sucks! A few cuts and the battery is done. But I only need it occasinoaly
I have the regular corded one of that model and it works great.

Strike 1 - Couple months back I bought a chalk marker. I get home open it up ready to make some marks.
Denied Chalk not included. WTF!
Strike 2. Today I run to home depot during my lunch to buy a cordless Dewalt reciprocating saw. A 30 min drive there and back. Get back to my company's parking lot and glance at the box, it has a small circle on it that says battery pack not included. WTF!
Why do they sell incomplete products that make you think they're complete when you buy them?
I'm going to bet the bank that when I open the damn thing up there won't be a saw blade either.

Well, more batteries than any single individual might need, maybe, but not necessarily "one per tool". (More like "two per worker", maybe? One to be "in use" and one to be charging at any given time?) No individual uses more than one tool at a time after all, swapping batteries is less than trivial on cordless tools (you don't have to even open a battery compartment, and not trivially, the batteries are both expensive and have a finite life, whether being used or just sitting around waiting to be used. So it makes sense to have "as many as you need", but if you have a number of different types of tools, not "one per tool", and then to replace them as they become less productive (and eventually die completely) rather than having what amount to a whole bunch of "spares" lying around at any given time...Ideally for whom? For a professional contractor sure, you want lots of batteries.

They do come with batteries ... IF YOU BUY THE ONE THAT SAYS BATTERIES INCLUDED AND DOESN'T SAY 'BATTERIES NOT INCLUDED' ON THE BOX.I would not expect blades.
2nd, an average Joe home owner guy should expect BATTERIES...on a cordless product.
