HomePNA Internet problems...

I've got an HomePNA-based internet connection, using the city network to connect. My problem is that it seems that I can't upload data to the internet. For instance, kazaa, direct connect and apps like that won't function at all. I can't send files in IRC. I don't know if I can establish a working FTP connection to another computer.
My friend told me there might be a NAT-translator that prevents the upload. What is that? Why it functions so?
Could it have something to do with security?

The city network may also have a tight firewall that prevents outbound data transfers, call them and see if they can give you a port number for uploading your data, or possibly putting you on the DMZ, although being on the DMZ will significantly increase your visibility to hackers you should have full tpc/ip connectivity accross the suite.

To isolate the problem, you might try hooking up a computer directly to your dsl or cable modem and see if the the problem persists. I doubt that the homepna hardware is at fault, but you may have configuration problems somewhere. My experience is that Homepna hardware problems are often solved by powering down the router for a while, and/or unplugging and replugging the phone cords. But, since HPNA apparently works for some things, I'm guessing you have to play around with opening ports or something like that, or maybe your isp deliberately blocks what you are trying to do.
