I don't think people knew the exact details but yes, the general consensus was that he was going to do lots of bad stuff. If you remember in 2016 the publicly expressed hope from conservatives was that institutions and other members of the Republican party would keep him from indulging his worst instincts, which is a pretty damning assessment.So you knew what he was going to do (bad stuff) before he was in office.
