How to kill this IE popups???

Not sure it's been posted here but I'm sure many out there encountered this problem: there's this popup everytime I open IE.. Google popup blocker can't kill it and Spyware Remover can't seem to find the source of the problem other than the cookies that appear everytime the popup shows. Help appreciated. Thanks!

Spybot Search and Destroy should be able to take care of it.
