HTML/WebSite question.

I'm working on a new layout for my page (http://www.imbermedia.net/new_page/) because the current one sucks .... but like.. for the bottom navigation window, i want to turn no scroll on. but i don't know how. could somebody please help me??

One more question...
i have it setup as two frames.. how do i name a fram so that i can speficy wich frame i want a link to open to? example.. on the beta page.. i want the server info link to open in the big window above it..
