Exactly....when one say's "I could care less", it's one of those phrases that it's assumed that everyone knows the rest of the sentence without hearing it.
What is means is, "I COULD care less, but I don't see how", or "but not much because I hardly care about it now".
The second part is just assumed
"What is understood, doesn't need to be discussed".
So it's not incorrect. Now, do people use it in error, when they really mean "I couldn't care less"? I'm sure.
