Exactly....when one say's "I could care less", it's one of those phrases that it's assumed that everyone knows the rest of the sentence without hearing it.

What is means is, "I COULD care less, but I don't see how", or "but not much because I hardly care about it now".
The second part is just assumed

So it's not incorrect. Now, do people use it in error, when they really mean "I couldn't care less"? I'm sure.

Exactly. There has always been this many people who couldn't spell, use grammar correctly, etc....just nobody communicated through text as much as we do now, so we didn't notice it as much.

But rest assured...the idiots who type "LOOSER" instead of "LOSER", "YOUR" instead of "YOU'RE", "THERE" instead of "THEIR" or "THEY'RE", etc, etc.....these dumb asses would do the exact same thing if they were writing instead of typing. It's not typos we see daily on the internet. It's people who can't spell.
