20 MPH is not that fast if your car is in pristine condition. However, based on your story I'm suprise cuz it seems like you saw them ahead but yet unable to make a stop before you reach them or at least, give them away. It's not like that guy suddenly appear in the middle of the road.

Whenever you see pedestrian walking and since you're not driving fast at all, you should give them way. Just imagine yourself, or your family one day might be in the same situation, you wouldnt want them stuck in the middle of the road just because driver like you who couldnt spare the time to stop for them???

Dude I saw them, I slowed down. They were standing there, looking like they were waiting for ME to drive by, so hmmmm in my head, that tells me they are waiting for me to drive by. But this IDIOT, just decided to keep on walking. I know for a fact, he stood there for a second looking at me, then just started doing one of those POWER WALKS across the road and thinks I'm gonna stop for him.

I'm betting the busiest times are between classes, as they are on mine; well, tough bootie, you're gonna have to wait, since that's when everyone and their grandmother is going to be crossing. I dunno about where you live, but in crosswalks all over the place there are big signs saying that cars have to stop for pedestrians.

That's the greatest example there is. College campuses, 100% of them, have a policy that you signed when you signed the acceptance agreement (liability is a mofo) that says if you're driving and someone else is walking on campus if you hit them YOU'RE at fault. No witnesses allowed, no excuses allowed. If you were in the car, and they were not, you're at fault. PERIOD.

Sounds like the only stupid thing he did was assume the driver (you) would yield to him since he had the right of way. Why should he wait? Why shouldn't you wait for him? Are you implying you are in more of a hurry and that your travels are more important than his? He had the right of way. Stop. Wait. Deal with it.

Does he think he's higher above everyone and expect people to just stop their car even though there's not a stop sign or any sign telling drivers to stop?

When I took Driver's Ed., I was taught that pedestrians crossing the street meant stop. If you came across a deer in the road would you stop? Or would you need a sign to tell you to?

I hope that if you ever hit one of these "a@@hole"s that you are ready to be charged with attempted murder or assault with a deadly weapon. I also hope this pedestrian single handedly caused you to be late to the mall. Ass.

welcome to college. it's a given that when you show up you should be expected to walk everywhere. that's why all the bars/frats/womens dorms are within walking distance.

Plus, it's not like I was going extremely fast. When I hit the brakes, it didn't make no screeeccchhh sound. Oh well, whatever. I'll make sure I'll stop for every person walking across the road next time. I'll try walking in front of a few cars while they're going 10-15 MPH and see if they'll stop and not get out of the car and cuss the crap out of me.

Pedestrians do have the right of way, but that doesn't mean they can just go and walk out on the street and expect the car to immediately stop when they don't realize the person is about to walk. As a pedestrian, you have the right of way, but you also have to take responsiblity for your actions you take...
