If you use a command prompt and navigate to the History folder, the index.dat file is a hidden file, that contains data regarding previous history. It isn't properly wiped usually, so it may contain your old URLs, but since it gets compressed, they will be jumbled together and partially unreadable. That's the only possible way to recover them. The History folder doesn't create files for each URL, it just stores them in the index file and Windows displays it as a "special" folder listing each URL within the file. The IE Temporary Internet Files folders do store individual files, but once they're wiped, there's no way to recover them in such a way that you'd be able to look at them in IE and see the data about them, you'd only be able to open each individual file and look for information. You'd have to use an undelete tool to try to recover the files.
