Sure, but I still think it's quite a lot. E.g. the 4790S is 65 W / 4C / 3.2 GHz, and it includes a rather big iGPU too. I wonder how much of that TDP is consumed by the CPU vs iGPU? Let's say it's 40 W CPU and 25 W iGPU. Then they ought to be able to make a 2x40W=80W TDP 8 core CPU. Very rough estimate of course, but still way less than 140 W that Haswell-E 8 core is.
