well it's not like this line is cheap... it's a dedicated 10mbit fiberoptic.. and it's definitely not running at peak for that test.

My point is - as your sig also suggests - that the internet was American at first, and later on became world wide. as much as you'd want the internet to become a decentralized network, it's not gonna happen. the foundations & roots are American and shall always remain American, unless a new network is established with the intention and idea of making it decentralized from the start. the fact that the internet was born American is inevitable, unfortunately. I also would like to note that I, myself, am not an American, so I have no interest or favour in the issue
No one owns or even governs the Internet. It's a decentralized network that is supported by the companies and institutions that access it. There is no single governing body however there is a project, called InterNIC, which registers Internet domain (names).

dude, seriously, I'm not going to argue that the internet was born out of the Arpanet (with US roots) but the internet IS most certainly a decentralized network

As I said before, the content that Mr J. Smith gets while surfing the web is mostly routed via America.
Imagine a lot of dots on the globe, many of which are connected between themselves while most links rest between America and massive "checkpoints" trough which traffic is routed to every part of our planet.
