The fee for the service is $14.95 a month, although AT&T is sponsoring a “Founding Members” program that makes the first year free and locks a member in at $4.95 a month for the second year.

This confirms that the price is indeed 15$/mo. and that the free for a year then 5$ is just an initial promotion sponsored by ATT (I assume with limited amount of seats as well)

I believe Lonbjerg was answering my question to the added delay from repeaters, which is basically negligible. The distance still accounts for most of the latency which is why Onlive need to collocate to keep response times low.
