I'd say mIRC would probably be considered unsafe only because it is the most targetted IRC client when it comes to people trying to attack it. DDE was a big safety concern in the past, as was 3rd party DLLs and auto download. Out of the box, it is pretty safe these days though, when loading scripts it pops up warnings similar to ActiveX warnings. It informs you when your scripts have changed automatically. It denies most dcc types by default, has anti flood protection and I believe DDE is also off by default. So the holes are there, but these days they've all got locks on them and warning signs.
As to which IRC client is the safest, probably the one with the least ammount of functionality . If all it does is send text back and forth, you don't have much to worry about.
