For sake of argument suppose the "assigned risk pool" if you will has an average of 5 times the utilization of the norm. It appears that the ratio is 3 to 1 in terms of what can be charged between lowest and highest (I'm tired so I might not be reading that right).
If that's true, then the base rate may have to come up to meet that ratio which might just raise profits even higher.

So....insurance companies will no longer be able to deny people for pre-existing conditions. What stops an insurance company from just charging an outrageous price that the person could no way afford? If that's the case, the pre-existing condition clause in the bill is meaningless.
