They've already done stuff like this. Will a bomb put out a fire, and at what point will a fire extinguisher explode when being heated up (which also extinguished the fire IIRC).

It looks like you need to throw it at the right spot, probably aiming at the middle of the fire so the liquid spreads. The guy in the wheelchair threw it too low, and it didn't do anything.
