The biggest reason I want to leave is that the company is on very shaky financial ground. We were running 3 shifts this summer but are now down to 3/4 of a shift.

This seems completely reasonable. Tell them that.

If they're going to be shaky, they won't want to hire you because they know you'll leave.

Many times PTO/vacation is cast in stone by company policy and based on seniority.

They may be willing to allow additional PTO that is charged off by accounting gimics

Companies buy companies with different policies and have employees with different rules. And/or they change rules and grandfather some into old rules. So exceptions can be possible depending on the HR system.

When I applied for my current job, I knew a supervisor in a different division and I asked about negotiating additional PTO. He said it can be done, but it required the manager entering a yearly exception...because I really wanted the job, and I would also get the Christmas to NY break in addition to the 2 weeks vacation, I decided it wasn't worth pushing for a few extra days to match my (then current) 3 weeks.

yeah f that then, i never work more than 40 hours.

Luckily I found a pretty decent little niche and don't find myself doing audits/returns all-day and night during busy seasons wanting to shoot myself. I work with some pretty awesome people and they don't strain us that much.

Much more dependent on how much the client strains you.

Well the new company is pretty safe financially so I don't think that would be an issue

My wife negotiated a 4 day work week and follows a default schedule of paid leave per year based on how many years she's employed in her office. Negotiating a 4 day week is by far the best thing she could have ever done....she's salaried and her bonuses have been equal to the other personnel at her level....yet she's the only one doing 4 day weeks.... I told her never to leave that job unless things get really bad.

Did she include blackmail in her negotiations? Most salaried positions all but attach an ankle bracelet to your desk 6-7 days out of a week. No loss making you work 80 hours instead of 40 hours once you're on salary.

Around here, working a permanent flex schedule (or working remotely out of state)only seems to happen after you have proven to be a valuable employee and decide it's easier to let an employee work flex than hire and train someone else.
