No, it just means they won't: ask for a recall, fight through the legal system, etc. It means the candidate has accepted defeat, that the results won't change. Technically it could, though (don't think it's going to happen this time), but I'm sure if you looked in the past you would find someone who conceded and later won...
I'm glad this ended ~12 hours after the polls closed. That alone is good for america. It's also good the popular and elector votes are going together.
edit: There could still be a recall if the numbers are close, and the state does it's manditory recall, I'm just saying the cadidate won't ask for a recall...
