It can be. It can also mean it was a user who bought the card, tested to see how far it would overclock, and then not being pleased with the results, returned it. Sometimes this means the card is damaged and won't run properly. I don't know if they even test the cards to see if they work, they just take whatever cards they get and sell them as refurbs.
Its luck of the draw really, sometime you might get a good one, other times not.
For video cards, I've heard that most people don't get good ones from Newegg, but I've never dealt with it personally, so I don't have firsthand knowledge to offer.
