sure would be. whats nice too, since usb is 5v and the over voltage tolerance of led's is usually above that, you dont really need much circuitry to do it. just a resistor at each led should do the trick. 50 to 100ohms should work.
I think it looks kind of cool, and if nothing else will make a nice little afternoon project. I'd probably put a thin foam in between the plastic and pattern, but I don't know.
That design wont be very durable. You can use it for show, but I wouldn't use it long-term. You would need to put a layer over the top, which is suggested near the end of the video. However, I'm not a fan of anything but fabric on the top of the mousepad. I think the feel of plastic, glass, or metal on the mousepad is annoying. I prefer the cool comfort of fabric.
