they seem like made of plastic with some sort of glow fluid/gel inside. I dont think that you could eat it but i could be wrong.

These things are cool. They were giving them away at a Mardi Gras ball my friend went to, and she gave me a couple. They're actually LEDs inside, and you tap them on one side to turn them on, another side to turn them off. They're pretty damn big, so I don't think anyone would have a problem accidentally biting into one.

They don't actually chill the drink at all, they're just for show.
