In this case, pretty much so. Most of the credit for getting the National Minimum Drinking Age Act of 1984 passed goes to a suburban housewife and mother of a 13 year old girl killed by a drunk driver.
A little more history:
President-wise, it was Ronald Reagan who signed it into law, but it was not a partisan issue. It passed pretty easily in Congresss.
The law itself actually did not say anything about it being illegal for anyone under the age of 21 to DRINK alcohol. It just said that 21 should be the minimum legal age for buying or public possession. You have to blame your individual states for carrying it a step farther.
