It often seems that photo developers will take it upon themselves to report photos they feel are questionable.

Yep, some people seem to believe that photo developers are bound by some kind of attorney-client like privilege or believe that photo developers never see any of the pictures that are developed and take all sorts of pictures to them to be developed. General rule of thumb should be that if you take pictures that you wouldn't show in public, don't take them to your local photo developer.
