You can't generalize every cop, and a lot of cops say nothing because they feel it is not their place to intervene or get involved, they don't want to be seen as a rat or a snitch, betraying the force.....Eh, they don't need any other cops. I can't say much about that state, as I (for now at least) live in Florida. It's almost a celebration when some other bumblefuck state tops us in stupidity (it really does take some doing).
Police forces have brought the ill will on themselves by their repeated actions over many years, and their "loyalty" for standing behind their "brothers" when one of them screws up or acts like a lunatic. The whole "not all cops are bad" means jack shit when the "good" ones have the backs of the bad ones.
