low gpu usage

ok so i have i5 2500 asus gtx770 in battlefield 3 gpu usage is 46% while cpu is 87% is it normal? i think gpu should be 100%

Perhaps the CPU is the bottleneck?
Try bumping your graphics settings higher and then check GPU usage again.

That CPU is a huge bottleneck. The days of quad i5s are numbered; especially without any OC.

But i did not have any problem since 2011 gpu usage used to be 99 it has just started now maybe new driver is culprit

ok so just noticed while in aim position when shooting fps was 51 instead of 60

Some engines are optimized and some are not. Some will for no reason take up a lot of CPU power, then some that take way too much gpu power... You see.

VSYNC will limit your frame rate to your monitors refresh rate. If you have a 60Hz monitor, you will not go above 60fps.

Are you hitting your 60fps limit? If so, why are you so concerned? Its actually a good thing if you're able to hit 60fps w/vsync and still have cycles to spare.

problem is that when i right click to aim suddenly fps drops to 51 then comes back to 60 it is bothering me really

How much are 1080p144hz monitors in your country? In USA they are starting to be as cheap as $140, but in Europe the cost is brutal.
