I think so too. The emperor probably wanted Anakin to see and to help him. If he defeated Windu before Anakin arrived, then maybe Anakin wouldn't have joined him.

Yup. Anakin had amazing potential that everyone recognized, including Palpatine. Palpatine said that Anakin would become more powerful than any Jedi or Sith ever, "more powerful than even me" and he said it to Mace when nobody else was around. The emperor forsaw his own destruction by Vader because the way of the Sith is for the apprentice to attempt to kill his own master when he's powerful enough. If he is, he kills the master and takes on an apprentice. If not, the master kills the apprentice and takes on a new apprentice. This never-ending cycle leaves no room but for only the strongest Sith to survive and Palpatine knew that Vader would become far more powerful than even him.
