I *really* hated my nA at first b/c the thing is not nimble and without upgrades/100% crew/equipment (camo, binoc), it was hard to do passive scouting b/c I'd get spotted well before I could spot things. It's not as bad as the Lee, but I had the T-28 at the time too with its machine gun and neither tank could compare.
Even with upgrades, it took a while to reach 100% crew (I started at 75%). Even then, I was jealous of the speed/agility of other scouts like the T-50. nA has a decent top speed but if you turn or get slowed down, god help you. I also never got equipment b/c this was my first tier4 tank (and I run all 3 nations at once so I had severla other tier4s to purchase) so I didn't have credits.
I dunno, I'd still vote nA as the 2nd worst tier4 scout, just ahead of the A-20. The gun's pen is bad but damage output is decent. But I've bounced off higher tier arty more than once. The armor protection is like the Leo but unsloped, so it's also bad. Acceleration/turning are nothing to write home about either.
Passive scouting became a reasonable option once I got to 100% crew + all upgrades. If you enjoy that playstyle, get the camo net at least, it'll help a lot. I didn't realize some equipment was transferrable at the time so I didn't get it.
Other than that, I had good times arty hunting... start game, drive around base a bit (to help w/counter-scouting... though a T-50-2 will utterly rape you so don't go head to head), and then roll out against their arty. Try to take routes that don't involve too many hill climbs near enemies so your speed stays up. And/or go for paths through forests (don't hit the trees) and try to keep hard or soft cover btwn you/their guns/eyes. Also watch the minimap to help you find the safest path since your team should have made contact by then. You can drive around to specifically see which enemies are where since just seeing some "heavy" markers doesn't tell you how scared to be.
If their team has a lot of tanks that I can pen from the side or rear, I'd also roll with a group of bigger tanks and find a good time to flank.
But when it's all done, the pz IV is solid. Before you get the dark helmet turret + 75 L/70, it's an ok tank. Penetration is lacking but you're agile enough to flank. This is similar to how I play the VK3601, my fav tank. But with the last gun, you're a full blown sniper that can still flank against really high tier shit.
