monitor question

I have an lcd, acer h243h that is a tn panel.
no dead pixels, and no major backlight bleeding. Plus the backlight seems pretty even.
Here is my issue. First off this monitor is insanely bright. I turned the brightness down to 20 and I am still having to set games like l4d2 to 2.6 on the brightness scale. Is this normal? Secondly when it is an all black scene it is pretty light. Especially at night when the lights are dim or out. It is almost like a grey glow. If it has something else on the screen it looks black, but I am shocked at how bright a glow it is. Is this normal?
I had a hanns-g 19" that was so dark I had to crank everything so even in a dark room it looked kinda dark.
I am wondering if this is typical of an lcd or if I have a bad one.

This is common on cheap LCD panels. Manufacturers like to be able to advertise a big numbers, so they crank up the backlight intensities beyond what is sane or reasonable.

You mention that you turn the brightness down to 20. I presume it goes lower? You should use some test patterns (find images on Google) to set the brightness correctly.

Unfortunately when your budget is $250 or less you are stuck with cheap panels.
It goes lower, but gets too dark. Actually the lcd looks really good. It is just that when you are looking at all black especially in a dark room it is super glowy.

I think I have figured out my issue with super glowly. Most monitors I have used have the colors set around 50 (red, green, blue all at 50). This monitors default was 75. Which seems to force more saturation. I turned them down to 50 and my blacks are inkier now.
