Right now, I think its Doom 3. Great shading and lighting. Great bumpmapping and special effects. Looks so realistic (IMO). Next comes FarCry then HL2.
Upcoming Games: I don't think it matters because everything could change!
Games that looked great in their time:
Wolfenstein 3D: first near 3D shooter
Doom: best near 3D shooter in its time
Quake: first real-3D shooter (as somebody mentioned before
Quake 3: great models and surrounding details.
Total Annihilation: looks way better than StarCraft IMO, they came out together
Phantasmagoria: I know it's prerendered, but I was amazed by the quality at that time (1994?), it's a 6 CDs game!!
Diablo 1 (Diablo 2's graphics suck)
Rome Total War (as a strategy game)
Unreal: amazing environments
Half Life 1: revolution in realistic graphics
That's all I can think of right now.

p.s: anybody knows Commander Keen series? First games for ID Software. Those were awsome! I especially liked Keen 1, 2 and 6.

Far Cry for me. Regardless of the engine it has simply the best environments, and the blue waters plus whit sandy beaches look sweeet.
Other games that have looked good:
Return to Castle Wolfenstein - great lighting and textures
Descent - Awesome models, textures and lighting for its time

I have to agree about Serious Sam. I never saw any other game make as big a JUMP in graphics as that engine.
But it only took a year to get overshadowed.

I noticed the OP never said it had to be 3D. Only one 2D game has been mentioned.
I like Age Of Wonders also, but I have to say Disciples IIis much better.
The best part is you dont lose anything in a screen shot. Screen shots are nice for 3D games but the whole point of 3D is to see it moving, so you can feel its depth (at least until we start getting holographic monitors on the market ).

(I will get some screenies soon)

Incorrect.

Resident Evil: Code Veronica

Dreamcast

I never played that one (as I didn't have a Dreamcast), but I was almost certain it still used prerendered backgrounds at least to some extent. I could be wrong...

Still, RE4 = real-time. Can we all agree on that?

We can agree.

It is also available on Gamecube and PS2 as Resident Evil: Code Veronica X.

It doesn't use prerendered backgrounds at all. RE:CV Look at the graphics review in there. This game has a low score, but when initially released it had a score of 9.2 for dreamcast on the same site.

If you are really interested in the Resident Evil Story, I think you will find Code Veronica to take you closer to Umbrella than ever before. Especially closer than Resident Evil 3: Nemesis.

For the guy talkin about wolfenstein 2: I assume you mean Return to Castle Wolfenstein 2. I have heard some outlandish rumors that Id will work on another Wolfenstein game after Quake 4. But since most companies cant even keep their current project on track, I wont belive it until I see it.

Just like Starcraft 2. Does anyone know if this is Blizzards official next project??

As for games that are definately in the works, I think Elder Scrolls: Oblivion will impress many folks.

Half Life 2 then Far Cry. It is kind of hard for me to choose that order because I played FC with a TI-4600 and HL2 with a 6800...

Stalker does look good though.

Half Life 2 for me. Great graphics, one of the best physics engines, and sweet story line and gameplay. Only porblems I really saw with Doom 3 were the lighting and there it was mainly "kill everything that moves."
