Mouse Jumpy

Hey Everyone, whats up..
My friend has a problem with his new computer.
He just built a new computer using Gigabyte 8Sq800 MB.
He installed his USB 2.0 drivers and Logitech Mouseware (latest). (Logitech Optical $30).
In quake his mouse every few minutes flickers or jumps around the screen.
Sometimes it gets stuck in a spot for a moment. He is blaming me for
telling him to install the USB 2.0 drivers. Is this indeed the problem?

Does anyone have any experience with this situation ?

If it's cordless the bateries could be weak.
the other problem is that the surface it is on is either too slick or too shiney,
a duller surface should solve the problem, like a generic mousepad.

He never had this problem prior to his new computer.
He is using the same cord mouse with the same mousepad.
Its a $30 Regular Logitech USB.

Could be coincidence, but maybe his mouse pad is all shiny and it has just started happeneing. Mine got nice and shiny and posed many problems, I had to go out and spend a dollar on a new pad.
