well i've been playing around with my system, i decided to redo my tim solution, so i cleaned it off and then reapplied going off the arcticsilver instructions on the website a small bb size and then pressed the heatsink counterclockwise and then clockwise to have the tim in a nice circle.
i have noticed TEN DEGREES CELSIUS difference.. i was idling @ 42-44 which isnt horrible, but now im doing in both bios and mbm5 31-32 celsius
well my first oc was a fairly decent start, passed 6hrs of prime95 and seemed stable

then i decided to try and get higher, tried to do some research on all the great forum sites, but really dont see that much info inregards to the actual settings done in an msi neo2 plat board with a 3500+
well i set my multiplier to 11, my vcore to 1.525, my ratio to 4x and my fsb/htt freq to 240

ram is ocz el plat rev2, running dual, cas is 2.5-3-3-7, pretty lose timing i think i might be able to bump that up but what im first trying to accomplish is the max STABLE cpu core speed, 2.64 aint bad, i'd be interested to know what other people have achieved with AIR cooling on the same setup or with the same 3500+ winchester chip, thanks
