Who ever owns the insurance policy on the car is the one ultimately responsible for the payout. Your sister will have to pay. Her rates will likely go up. Hopefully she forces this Eurotrash moron to pay the deductible.

This is why you should never lend someone your car. Make them pay for a rental.

I doubt the insurance company will pay out unless they have to, and by have to I mean by court order.
