Mysterious office network problems

Hi! For the last couple of weeks my office's internet connection has not seemed right. Internal network things seem to be ok, but when we're browsing the internet, sometimes we'll try to go to a website, but we'll have to hit the refresh button several times to get it to come up. This happens all over the internet. The worst thing for me and the others on the web team that takes care of our web site is that with FTP it seems like it's even worse (our website is hosted elsewhere). We can't upload files with Dreamweaver almost ever, and when we use an FTP client, it's a gamble every time you double click on a folder on the remote server because half the time you'll get disconnected rather than see the folder's contents (that is if you can even connect to the server in the first place). This problem also occurs when using FTP to access our in-office test server from outside the office. Updating our website can be very difficult at times because of this. Also, I just tried to check my email from home by using the web access. It didn't work at first, and I ended up having to close my browser to even get it to try again, at which point it let me log in.

So, SOMETHING is wrong, but we're not sure what. This came on pretty suddenly. Does anyone have any ideas?

Does your office have people that run the network and systems? Have you voiced your concerns with them?

Yes we do, but they don't seem to have been able to figure it out as of yet.
