If it's the DDR3 or 4 version of the 4670, then go with it. Or else go with the DDR3 3850.
@tweakboy: The DDR3/4 versions of the 4670 are quite close to the 1950. And not to mention the 1950 only supports DX9, and OGL 2.0. Whereas the 3850 and 4670 support DX 10.1 and OGL 3.2. And they can GPU accelerate Flash, H.264, and DXVA video. And also convert video using the GPU much quicker.
So it's more worth the money I'd say.
