Need some help

OK, so I bought an iPhone from a guy in OK (I'm in TN). Paid for it Western Union (still got the reciept). He got the money (he and WU confirm that one). Now he's stalling on shipping. It's been 2 weeks now and he still hasn't shipped it out. I understand that people are busy and such, but that's just crazy. I've got our entire email conversation and the reciept for WU. I have all of his information, including cell number. Should I file a police report with the people where he lives? I've told him that I was going to do it, he said to stop threatening, then I said we could work something out. I never heard back and emailed him again and have the form ready to send in. Is there anything else I should try before I go to the police?

Cliffs:
1. Found an iPhone, so I paid for it Western Union (still have reciept)

3. 1.5 weeks go by and no reply
4. I threaten to call the cops in OK, he says to stop threating him, he'll ship when he can, etc
5. 2 weeks now and no reply
6. Should I call the cops?

Why the fuck would anybody send cash for sales over the internet? You got scammed man. 2 weeks? You're giving him time to move. He probably got a whole string of FS/FT noobs lined up sending him cash through Western Union, choice of scammers. He doesn't have a iPhone, the photo you see he stole from eBay auctions, he's just waiting to hit the cap, then disappear.

People who don't ship within 24 hours of payment are deadbeat scammers. I don't give a fuck if your whole family died, your house burned down, or your got ran over by the bus. If you don't ship within 24 hours and make up excuses of being busy, you're scammer to me. You never, ever, EVER send cash through Western Union. Next time if you want to send cash, go to the post office and get a money order. That way if you don't see your confirmation # within 24 hours of him receiving his money order, go to the post office and report the money order lost and stolen and get your money back.
