Network setup using Hotspot device

At work we have AT&T U-Verse which we're paying for 3Mbps but per AT&T technician and results from OOKLA's speedtest, we're getting an average of 1.2Mbps of download and about 2.14Mbps of upload. Lately on my desktop computer, I'm getting a download speed of 0.10Mbps and 0.46Mbps of upload speed. We're at the very end of AT&T's service hub so all the stores on our row gets bad connection. AT&T is our only choice. Across the street gets Time Warner - unfortunately they don't come to our side.

We have 4 desktop computers connected wireless to the NVG510 router, and one wireless MFC brother printer connected to AT&T's NVG510 gateway/router. 3 ethernet ports are connected wired to one desktop computer, DVR (CCTV), and a WD MyCloud hard disk.

We also have our company's iPad which could run Wi-Fi and also AT&T LTE service. When running the iPad on AT&T's LTE service, it's getting about 0.34Mbps of download, and 0.54Mbps of upload. Front of the store gets about 3Mbps while at the end of the store it gets about 5Mbps. Both numbers at upload speed by the way.

I also used my boss's phone which also runs AT&T LTE service. It produces the same up/down speed which looks like AT&T service here pretty much bad.

With OOKLA's speedtest app, I tested the speed on my phone using T-Mobile's 4G service. I'm getting an average of 20Mbps upload speed. Far better I should say. So I'm thinking what's the best way to bring T-Mobile's 4G into our company.

As an experiment, I connected one of my old ASUS WL-330N travel router and set it up as an ethernet adapter mode wired to a Netgear desktop 8-port switch which then one desktop computer, the CCTV and the NAT drive are connected. Turned on my T-Mobile hotspot and speed are surprisingly fast, and hopes are getting high.

I found that USB Modem are becoming obsolete. Nowadays it's mobile hotspot like AT&T's Unite Pro (Netgear) and T-Mobile's Z915 (ZTE). I like the spec of the Unite Pro where 15 devices can be connected wirelessly. We have about 10 people with smartphones + the wireless desktop and printer and occasionally some customers from overseas needs to use our WiFi connection. The Z915 hotspot from T-Mobile allows 10 devices which is coming up as an issue.

I found CradlePoint's ARC MBR1400 to be compatible with T-Mobile even though they didn't say it on their web site. Phone call with customer representative there, they said I could pop in a SIM card in the router and I'll have 4G data from T-Mobile. While 128 devices can be connected simultaneously which is a plus sign, that modem is a tad heavy on our wallet at $800.

So I'm thinking, can I connect two units of Netgear's WNCE4004 Video and Gaming Adapter to the T-Mobile's Z915 hotspot? One WNCE4004 would connect wired to one desktop computer, the DVR of our surveillance camera system, and NAT drive. The other WNCE4004 would connect wired to the other 4 desktop computer, maybe throw in that desktop switch in the middle? Would that pretty much free up the number of devices that can connect to the hotspot, and would I need to configure the IP addresses of each WNCE4004 to a different number or should they be the same?

Pretty much everyone here needs access to our NAT drive, and is most heavily used.

Perhaps anyone here can give me advice or an alternative setup that's workable?
