First try ping eachother's IP to make sure it's not an IP problem. I fixed a problem like this before, but I forget exactly what I did. My first guess is to make sure that the WinXP machine has NetBIOS over TCP/IP enabled (on the WINS tab in networking). See if that helps.
If both computer can surf correctly the Internet the we might assume that there is no hardware problem. You have to look carefully and slowly over the Network settings on both computers.
For the initial setting, disable all software Firewall (including WinXP native ICF); disable any active Virus scan or any other utility that might intercept Network Traffic.
You have to enable user, and sharing settings on all computers.
