New Barebones Kit - DOA?

I just got my AOpen EY65 XC Cube, plugged in an Intel P4 2.8C (800MHz FSB, Northwood core, 512KB L2), 2 sticks of 512MB DDR400 memory, and a monitor. When I attempt to turn on the power (correctly switched to the local 110V system), the blue LED on front and a small red LED inside (not the red LED that is always lit when power is available) briefly light up (half a sec. or less). After that, pushing the power button does absolutely nothing until the power is removed and reapplied (after which the same thing will happen). Is my unit dead / defective?

I should add that adding in more componenets (floppy, cd, hd) does not help, nor does removing the few that I have connected. The only thing that changes the behavior is the removal of the CPU - after removing it, the power no longer needs to be removed and reapplied in order for the two LEDs to flash briefly. So far, swapping out the CPU and the memory with alternate CPUs and memory sticks has not changed the behavior at all.

Any ideas?

You can try clearing the CMOS if you haven't done so already.

IF that fails, it time to RMA.

Some boards require the hsf connector to be connected to a specific header in order to run. Check this.

Thanks for the suggestions! Unfortunately, clearing the CMOS and making sure the CPU fan is plugged in to the right spot were some of the first things that I did to troubleshoot. Or so I thought. It turns out that resetting the CMOS is accomplished differently that the manual says. Instead of the standard "unplug all power and short two pins for 2-3 seconds," I had to try starting up the computer with the pins shorted, power down, and power back up with the jumper in the right place. Now everything's working just fine!
