New Setup Question - HELP!

OK, I am building a new system. I high end desktop/gaming machine with all brand ne parts. Here is the part list:

Motherboard: Gigabyte GA-7DXR+ (http://www.giga-byte.com/products/7dxr+.htm)
Chip: AMD 1700XP (retail version with warranty)
Memory: Single Stick of 512MB from Crucial
Video: Geforce2 Titanium
Network Card: NetGear 10/100 LT
CD Drives: One Sony 50x CDROM / One Acer 10/4/32 (not new part)
HDD: 2 20GB 7200RPM UDMA133 Maxtor drives in a RAID 0 with a single 20GB UDMA66 on its own channel
Floppy: Sony Typical white floppy Drive
Power: 400W power supply
with 2 Extra case fans to keep it nice and cool

Here is the problem:
I was able to load everything and get all of my parts working, I went and put the final screws in the case to put it into the computer desk and plugged everything into the back. On POST, I see about three seconds in, and then screen goes blank with two beeps from the speaker.

I've tried:
- uplugged everything to make sure I had enough power, and I did everything except for video and memory
- Changed video cards to one in another machine, the good old VooDoo3, and left everything unplugged
- Pulled every piece off the board and re-set it into position
- blew out the case with a little compressed air hoping it was a piece of something i missed

I am at a total loss on this one, and with all these new parts, I can't see something going bad already.

Any ideas at all?

PS (EDIT) The OS that is sitting on the unplugged drives is WinXP PRO.

Try clearing the CMOS w/ onboard jumper, then booting with just video and RAM.

If that works start adding your parts back in one at a time.

I am pretty sure that I installed everything correctly, and it is just so strange that I was able to boot all day and get everything installed, including email configured.

Could this be the battery on the Motherboard? When I first got it, there was no plastic between it, so it had an active connection already. It acted flaky once when I was first booting it, but not since, until this problem.

OK, the plot thickens...

I took the whole thing apart, even took the board off the posts and put it back together just to make sure that something was not shorting out.

I then plugged it in with only the floppy, memory, processor, and video card on the board. It booted, and went to find that I had no mouse/keyboard plugged in.

OK, so I added a couple of things, the two HD with the OS and keyboard/mouse. I got the system to boot up and go through the whole boot sequence. BUT, when I get the initial WinXP screen, it seems prett dark for about 2 or 3 seconds, then lightens up to normal. I get into WinXP without a prob and do an orderly shutdown.

I plug everything back in, figure, I am two boots for two boots, go for three. Same as the second, I get through the POST, into the initial WinXP screen, which is dark for a second or two and then everything is normal.

So, seems to me that it might be a power supply problem (maybe 400W is not enogh for all my stuff?), or the video card is bad and/or it doesn't get enough power on boot.

Any thoughts?
