new video card or new build?

i just bought a new 22" monitor and want to get better image quality for work, web surfing and watching movies. to economize should i get a new card or? newegg has an 8x agp card- saphire radeon 1650 pro for 89 bucks after rebate. would i be better off building a new system using some existing parts or just buy this card?

current system: amd3000+, 1 gig ddr3200, nvidia 6600gt.
