Toronto hasn't been hit - therefore they haven't been tested to see how well they are prepared to stop the attack or to deal with it.
Well, and I'm not trying to belittle all the loss of the twin towers, mind you, but NYC wasn't exactly prepared to "stop the attack", did they?
I seriously can't believe that you're thinking no other city would react in the same exact manner if such a thing happened.
People would react and gather all their resources to help if the Sear Tower was hit in Chicago
People would react and gather all their resources to help if the Eiffel Tower was hit in Paris
People would react and gather all their resources to help if the San Francisco Bridge was hit in San Francisco
People would react and gather all their resources to watch and laugh if Hollywood was hit in Hollywood (well, maybe not, but you get the idea)
