No POST or beeps...

I'm building a computer for my sister and I'm using some new and old parts for it. Here are the specs:

New MSI KM2M Combo (MS-6738, KM266 Chipset) Motherboard
Old AMD T-Bird 1.1GHz
Old 512 PC133 RAM
On board Video (and also tried GF2 MX200)
Western Digital 20gig HD
New Sparkle 400W PSU

So I turn on the computer and it doesn't like it even does a POST test because it doesn't make any beeps at all. It just turns on, and no signal is sent to the monitor. I've tried unplugging things like the RAM, video card, HD, ect. I tried two different video cards and different RAM modules. I've also tried resetting the CMOS even though its a brand new motherboard. My gut feeling is that the processor is dead because the same processor with another motherboard died, but I thought it was the motherboard that died and not the processor. Does anyone have any other ideas?

Couple things that should be kept in mind... The Sparkle PSU was originally meant to be in my computer, but it wouldn't even turn the computer on at all, all it did was make my power LED blink red with a low beep that went off in 2-3 second intervals. I don't know if that has anything to do with the problem with my sister's computer, but I thought I should mention that, and if you have any idea what may be happening there, let me know about that too =]

well if your suspicions are that you have 2 parts that are already known to be faulty then its a pretty good chance that you already know the answer to your own question....id try another power supply just to make sure that psu isnt dead then id bail on the chip because your suspicion is probably right on the dead cpu. also make sure that you have all the connectors from the case to the mobo set up correctly. i thought i had dead parts once when i couldnt POST and it ended up being that the reset, power switch and all that crap from the mobo to the case wasnt hooked up properly.

I had a similar problem recently and it was in fact, a dead PSU. That would be my first place to start.

I just tried a different PSU and its doing the same thing. I'll mess around with the connectors, if that doesn't work, I think I'll just order a Duron or something. Thanks for the replies and keep them comming if you have any more ideas!

Make sure the P4 (12V- 4-pin square) connector is plugged in, else no go. Try setting the base FSB jumper to 100 initially - it's picky about SDRAM and the Athlon 1.1 is supposed to be 100 anyway, isn't it?

Here's the...
Boilerplate-01:
. Common causes of failure to boot (no video, no beeps):
1- RAM, CPU and/or AGP video card not seated properly, or a bent pin.
2- Drive data cable on upside down or only on half the pins or shifted . a pin or two (usually Floppy or Zip drives).
3- CMOS needs to be cleared (AC power must usually be disconnected or . attempt to clear CMOS may fail) Unless your mobo does not use a power-off CMOS clear - check your mobo manual for specific info.
4- On some new mobos there is a CPU protection feature (esp. on Asus/Asrock Athlon/Socket A mobos) that will not allow the system to start if there is no fan (or a fan without a working speed sensor wire) connected to the fan power connector on the mobo (specifically marked "CPU Fan"). If you tried to start your machine without a fan properly connected, you have to attach a proper and working fan and clear the CMOS before it will boot.
