No power to one USB port

This problem is on a notebook, a HP DV1000 to be exact. About a week or two after I received it, one of my usb ports stopped working. I called tech support and the service guy told me to remove the USB root hub and standard usb controllers in device manager. Rebooted windows and all the usbs were detected again. However, the problematic usb port still wouldn't detect anything that was plugged into it. A while before that port completely died I had to fiddle around with the plug a bit - pushing the plug in harder, tilting it to the side, etc.

The one thing I remember that may have caused this problem is that I had my usb mouse plugged into the port while the laptop was booting up. The mouse's led lights flashed, then went off until I jiggled the port again. Could the mouse have caused a short in the usb port?

Might be a loose solder point or wire.

I'd probably wait for more input on how to fix it though.

Tilting the port/plug to the side? You might have shorted it out, and if it had no "protection" features, probably killed that port on the controller, or perhaps damaged the controller itself. (I have no idea how difficult it is to cause damage past the USB 'PHY' chips, I would assume that the decent ones would have some sort of protection for the port.)

Also, if you "jiggled the port" - maybe there is just a broken wire, or something is shorted to ground. In that case, you obviously would need to get the port wiring tested and repaired, but in that scenario, the controller chip would probably still be fine.
