I applaud ANY company for avoiding layoffs. Not just mine. (NOTE: And I'm not even that worried about my particular job. My position is pretty far down the chain in regards to layoffs.)
As for forcasting, the Austin project was negotiated close to two years ago. Could you have predicted this downturn eight months ago, let alone two years ago? If you did, I'd love to pay you to invest for me.
Again, it doesn't have anything to do with how much money Intel has "in the bank" right now. It's not like they couldn't afford to finish the job. It just makes more sense financially, to delay the project.
And exactly how could it benefit Austin, to take over the building from Intel? What would they possibly do with it? Don't you think it'd be wiser just to wait out the delay?
