If you live in manhattan, and you're filling address forms, under "city" you would list "New York." If you lived in any of the outer boroughs, you're city is actually listed under the local town, like Elmhurst, Woodside, Besonhurst, Fresh Meadows, Flushing, etc...
so, therefore, by rules of the United States Post Office, if you live in New York City, you live in Manhattan!
