I have the same exact thing. The FPS stays constant but there is a visible jerkiness. No idea what it is.
What game settings are both of you using? At high settings, there's a lot of vram usage to load all of the textures (especially if you're using any of the LOD mods). 512mb ram cards even have a hard time keeping up. With all of the LOD mods and ini tweaks, at 1600x1200 with HDR, 2xAA, 16xHQAF, my x1900xtx fills up 500megs according to the "tdt" command in the console (
here).
I would guess that this could be a major cause of the hitching. I'll need to test more. So far, I've eliminated resolution scaling as a culprit, since lowering all the way down to 640 didn't get rid of it. A quick run through the forest on the settings above:

I'm assuming that going from Large textures down to Medium or Small might see a reduction in the stuttering. I doubt I'd want to play at anything but Large, but I will probably test out these other settings to see if my assumption is correct.
