I've been using a "refurbished" PIV Northwood 1.6A that I bought from NewEgg about 3 weeks ago with no problems. I'm currently running it at 2.4ghz/150 fsb with default vcore. I believe that Carrot39 is right--these cpu's are probably customer returns.
Look at it this way: How would you "refurbish" a CPU? Superglue a new core onto it? Sodder on that missing leg? These chips have to be customer returns, because there's no real way to repair a CPU.
