i am posting this because i couldn't find a solution posted elsewhere.
i have the msi 815e pro, a intel 815 chipset board with onboard vid and audio. to overclock a celeron II 566 to 850 i had to do this.
not necessarily in this order however....
- disable the onboard audio in bio (duh)
- disable " " video. replaced it with 3dfx voodoo3 3500
- flash bios to rev 1.3 (hit the exit key after flashing , rather than reset). you would think the most recent bios, 1.4, would have 1.3 support in it. but it doesn't....
- move jumpers on the board to this position (force bus to 100mhz). hey, don't ask me why you gotta do it in bios and jumper. it just works.

bios should show fsb as 100, not 99. if you have to set it to 99 manually, you didn't do it right.
-increase cpu core voltage to at least 1.65v
- fire her up.
if it hangs during boot, you gotta reset the cmos by jumping the cmos pins. then enter all the above bios info in again. yeah, it sucks. but it works.
i have a cel 566@850 that ran all night running a q3 multi player server with bots. no problems. but it took a long, long, long time to work this out. alot more time than it did in it's previous home, an abit be6-II rev 2
