I'm too lazy to read what everyone else posted, so...
(All in BIOS)
1. Make sure both Level 1 and Level 2 caches are ENABLED (otherwise, you get extremely bad performance, but it's a nice way to play really really old games without them running at 100000 fps)
2. "Video memory caching" - ENABLE this unless you have problems.
3. May be different in your case, "BIOS or system memory caching" - ENABLE unless you have problems.

5. Enable DMA modes on all your drives (but first for HD's) by going to "Control Panel | System | Device Manager" and opening properties of all drives.
6. Run a benchmark and see if it matches Sandra's results for a similar PC. I don't like Sandra but you can at least trust its computer-speed comparisons.
7. Overclock some more, it never hurt anyone. Actually it did, but..
8. Do some benchmarking under DOS - there are a lot of tools out there. Maybe your Windows is slow, but not the PC itself. Don't do any video benchmarking unless you really want to - just do CPU and FPU benches.
