The point is they have all that hard won performance for consoles, so why not spend a little money to use those chunks of code on the PC? They aren't starting over from nothing. They are optimizing the PC version.
Honestly, and I say this in the nicest non troll way, but Carmack and Sweeney are so far up Nvidia's rear end that I can't honestly take anything they say seriously.
At least Repi from DICE has the balls to appear at Nvidia and AMD events to talk abou the future of PC gaming, and he still has great things to say about Mantle, and G-Sync. He's truly excited about new technology for PC gamers. Sweeney and Carmack haven't released a decent PC game in 10 years (and those good games 10 years ago were meh at best.) Johann is PC gaming at the moment.
