"No ATI device is installed. Or the device is not working properly." This error message occurs once I have installed Anti-Virus Software. Either Norton or McAfee. This happens when I try to start the ATI Catalyst Control Centre, the new software that came with the 4.9 patch. Anybody else have this problem?

Did you update the micrsoft.net framework? Otherwise just use the drivers with the old style control panel. Instead of the catalyst control center.

There is another download on the ati site to not include that crappy control center. It's a resource hog & you don't have to install the .net framework. =)

Yep if you are using the new ATI CCC version, you need Net.framework 1.1,you can also get it via Windows update or from this link.

No, I don't have this problem. Just dropped to answer your question and suggest you consider switching to AVG antivirus. It's free, and better than the two you mentioned from what I can tell. I switched from Norton to it and haven't had any of these problems.

I run Norton AV and have not problems with 4.9 cats.

Although the 4.10's are out now you might wanna try those. Also if that doesn't work, try the Omega Drivers, they don't use the CCC.

And using Symantec AV with no issues.

You should try and un-install/reinstalling your AV software, and also use RegscrubXP if you are using WinXP/Win2K and try and clear out useless registry entries or driver cleaner from ATI.
